One useful strategy for evil is dehumanization.

Declare that the smokers or the Jews or the blacks or whatever are non-human, and then you don’t even have to feel guilty for cursing their existence or wishing for their death.

While the show drives this point home, it simultaneously emphasizes the humanity of the evil conquerors. They eat meals together, have feelings, etc., etc. Evil is a human phenomena. Even if Zvezeda instigated the smoking incident, the entire town joined with them to drive the smokers out of town. The banality of evil yada yada Hitler yada yada. And in the end, by returning the townspeople’s hatred, the smokers themselves become inhuman.

That’s because the entire system of the world, the “conquest” that the loli lovingly speaks of, is itself inhuman. But what is one to do? Conquer, or be conquered? Neither. Live in dissent. Be human in this most inhuman of ages.
